(1) The President shall exercise the powers and duties conferred upon him in accordance with this Constitution or the Federal Law.
(2) In the exercise of rights or the performance of duties according to sub-section (1), any other action to be performed by the President shall be with the recommendation and consent of the Council of Ministers, except for the action which is expressly provided that it shall be done on the recommendation of an agency or official in accordance with the Constitution or federal law. Such recommendation and consent will be submitted through the Prime Minister.
(3) According to sub-section (2) the decision or order issued in the name of the President and the certification of the related authority shall be in accordance with the federal law.
